From such figures as are available it

appears that a capital expenditure of some £16,000

X and an annually recurrent expenditure of about £500

a year are involved. These are, however, in no

sense firm figures and we should have to write a

further despatch to Hong Kong to have them confirmed

if there is any question of pursuing the matter at

the present time.

It was always hoped in our discussions that

a part of this additional expenditure would be met

from private or public subscriptions, especially from

the Chinese. The important part of the project is

the annually recurrent expenditure involved and it

was contemplated that possibly a fairly large sum

might be raised and invested, from the interest on

which the annual expenditure could be assured.

Otherwise sooner or later further calls would be made

upon the Hong Kong Government's finances to keep the

University going. It was felt that in view of the

war it was useless to try to raise any private or

public subscriptions and for that reason, as well as

because of the Treasury attitude, it was agreed with

Dr. Sloss's reluctant acquiescence that we should not

pursue the matter further at the moment.
